How to Choose a Plastic Packaging Supplier in India

I am a plastic packaging manufacturer, so please read this with that in mind. Still, most of what follows will help you even if you never buy from us.

The short answer is this. Do not judge a supplier on the first sample. Judge them on whether the third and the tenth order match that sample. A good sample is easy to make. A consistent lot every month is the hard part, and that is what you are really paying for.

Here is how to find out before you sign a purchase order.

What should you ask a plastic packaging supplier?

These are the 8 questions I would ask if I were on your side of the table.

1. Do you make it, or do you trade it? Traders are not bad. Many give good service. But you should know whose plant your film or bags come from, because that plant decides the quality.
2. Virgin or recycled resin, and will you write it on the invoice? Recycled content is fine for many uses, like courier bags or industrial liners. It is not allowed for food contact under the FSSAI Packaging Regulations, 2018, until FSSAI frames standards for it. A supplier who goes vague here is a risk.
3. What is your thickness tolerance? Ask for the micron and the tolerance in writing, e.g. "50 micron, plus or minus 5%". Here is a rule of the trade. If you buy bags by the piece or film by the metre, thin material cheats you. If you buy film by the kilo, thick material does, because you get fewer metres from each kilo.
4. Can I see a test report for every lot? For food packaging, also ask for a certificate of conformity from an NABL-accredited lab, which the same FSSAI regulations require for food-contact layers.
5. What is your registration number under the Plastic Waste Management Rules? Rule 11 asks for the producer's or brand owner's name and registration number to be printed on plastic packaging. Since the 2024 amendment, makers of plastic raw material may sell only to registered producers, with the registration number on the invoice. A converter who cannot give you this number has a problem that may become yours.
6. What does printing cost, and what is the minimum order? Ask about cylinder or plate charges separately. A low price per kilo with a large cylinder charge is not a low price on your first order.
7. What is your lead time in October? Any supplier can deliver fast in a quiet month. Ask about the festive season, when every brand in India wants stock at once.
8. Tell me about your last quality complaint. This is my favourite question. The answer shows you how they behave when something goes wrong, which it will, sooner or later.

What does a good answer to question 8 sound like?

A good answer is specific. It names the fault, the cause and the check the supplier added afterwards, so the same mistake cannot travel to your warehouse.

A weak answer stays vague. "There was a small issue, it is sorted now" tells you nothing about how they think.

A supplier who says "we never get complaints" is either very new or not telling you everything.

What can you check yourself, without a lab?

You do not need a laboratory for the first round. You need a weighing scale, a micrometer (it costs less than one bad lot) and 30 minutes.

1. Weigh 20 bags or a full roll and compare with the invoice.
2. Measure thickness at 5 points across the width. One average figure hides thin edges.
3. Stretch a strip by hand, slowly. Good film stretches evenly. Film with a lot of filler or poor recycled content tears early, often with white streaks.
4. Fill one bag with water, seal or knot it, and hang it overnight.
5. Keep one sample from every lot, labelled with the date. When a complaint comes three months later, you will be glad you did.

What are the red flags?

1. A price per kilo close to, or below, what the raw granules cost in the market. Something else is going into that film.
2. No GST invoice, or an HSN code that does not match the product.
3. "100% biodegradable" written on ordinary polyethylene bags.
4. A supplier who will not let you or your agent visit the plant, or at least show a live video call from the shop floor.
